تقییم سیاسات الإسکان الحکومی وأنماط الحوکمة بمصر (١٩٥٢-٢٠٢٠)، نحو تحقیق خطة التنمیة الحضریة المتکاملة والمستدامة

إن توفیر الإسکان المیسر (Affordable Housing) بصورة ملائمة لاحتیاجات السکان یعد أحد أهم الأهداف العالمیة التی تدعو لها الجمعیة العامة للأمم المتحدة، حیث قامت بدعمه من خلال مؤتمر الأمم المتحدة المعنى بالإسکان والتنمیة الحضریة المستدامة (HABITAT III) فی کیتو ٢٠١٦ عبر الخطة الحضریة الجدیدة. هذه الخطة تشمل رؤیة جدیدة للمدن والمجتمعات الحضریة کأداة رئیسیة لتحقیق مستوى معیشی لائق للجمیع. وفی مصر یعد توفیر السکن الملائم لمحدودی الدخل من خلال مشاریع الإسکان الحکومی (Public Housing) من أکثر المشاکل إلحاحًا على مدار السبعین عامًا الماضیة فی محاولة اللحاق بسیاسات الإسکان الدولیة وتحقیق الترابط بین سیاسات الإسکان وأنماط الحوکمة محلیا.
یستعرض البحث تطور سیاسات الإسکان الدولیة مقارنة بسیاسات الإسکان الحکومی وأنماط الحوکمة فی مصر، وذلک من خلال اتباع منهجیة مقارنة لتقییم وتحلیل تطور تلک السیاسات فی أربع فترات رئیسیة ذات توجهات سیاسیة واقتصادیة مختلفة فی مصر. بدایة بفترة الاشتراکیة وتلیها فترة الانفتاح ثم فترة الرأسمالیة وأخیرًا فترة ما بعد ثورة عام ٢٠١١ وحتى ٢٠٢٠، وذلک بهدف الوصول إلى توصیات تهدف لمواکبة الخطة الحضریة الجدیدة التی أعلنت مؤخرا فی ٢٠١٦.
یبدأ البحث بمناقشة تطور سیاسات الإسکان الدولیة بدءً من مسئولیة الدول الکاملة نحو إسکان محدودی الدخل (Direct Provision)، ثم توجه الحکومات إلى تقدیم دعم جزئی (Partial Provision &Self-help) والتشجیع على تنوع أنماط الحیازة مع استمرار دور الحکومات فی توفیر الأراضی والخدمات. ثم ظهرت سیاسیة التمکین (Enabling Approach) التی اهتمت بتوفیر بیئة مناسبة لنمو سوق الإسکان وشجعت على تعاون الکیانات المعنیة بالإسکان مع الدولة، وصولاً للخطة الحضریة الجدیدة التی تهدف إلى مراعاة الأبعاد الاجتماعیة والاقتصادیة والبیئیة فی عملیة توفیر المسکن.
ثم یستعرض البحث بعد ذلک سیاسات الإسکان الحکومی لمحدودی الدخل فی مصر بالتزامن مع تطور سیاسات الإسکان الدولیة، وذلک بدایة من فترة الاشتراکیة وقیام الدولة بتوفیر وحدات للإیجار بمشاریع الإسکان الشعبی، تلیها سیاسة الانفتاح التی اظهرت اهتمامًا کبیرًا بمشارکة القطاع الخاص فی عملیة إنتاج المسکن متجاهلة الطبقات محدودة الدخل، وبالتوازی وجهت الدولة معظم الاستثمارات نحو المجتمعات العمرانیة الجدیدة بأنماط الإسکان المختلفة بها. ثم یلی ذلک سیاسة الرأسمالیة التی استکملت السیاسة السابقة فی توفیر الإسکان مما أعطى تنوع فی أنماط الحیازة والمشاریع المقدمة. وقد ظهر بوضوح هذا التنوع عام ٢٠٠٥ مع بدایة المشروع القومی للإسکان حیث اهتمت الدولة بقطاع التنمیة العمرانیة وإتاحة الفرصة لشراکة المطورین العقاریین فی توفیر مشاریع إسکان متنوعة، وتقدیم القروض العقاریة لطالبی الاسکان الحکومی. واخیرًا بعد ثورة ٢٠١١ زاد اهتمام الدولة بمشارکة البنوک ومؤسسات التمویل العقاری، وتم انشاء صندوق الإسکان الاجتماعی والذی أصبح مسئولا عن تقدیم وتمویل مشروع الإسکان الاجتماعی حتى الوقت الحاضر.
وأخیرًا ینتهی البحث بمجموعة من النتائج والتوصیات الخاصة بسیاسات الإسکان الحکومی الخاص بمحدودی الدخل وذلک بهدف تجنب مشاکل السیاسات السابقة واتباع أهداف الخطة الحضریة الجدیدة، ولذلک یجب أن تراعی سیاسات الإسکان النواحی الاجتماعیة والاقتصادیة والثقافیة والبیئیة فی تصمیم وحدات الإسکان لذوی الدخل المنخفض. مع أهمیة التوجه إلى الاقتصاد القائم على دور السوق، حیث تقوم الدولة بتنظیم ودعم سیاسات الإسکان التی تمتاز بالاستدامة والمرونة لمواجهة التغیرات الاقتصادیة والسیاسیة. هذا وقد أوصى البحث أیضا بضرورة توافق وتعاون جمیع الکیانات المعنیة بالإسکان مع الدولة لمواکبة وتحقیق الخطة الحضریة الجدیدة.
